What's the best brand to get colored contact lenses and how old do you have to be to buy them?

I want to get colored contact lenses for when I start High School (9th grade) next year.

I want green ones with a sort of brown color in the middle but I was wondering how old you had to be to buy them and which ones are the best brand to get?

I know I want soft lenses and I know I want the 30 day ones (not everyday) but I'm not sure about the legal implications, prescriptions ect.

Also I'm supposed to wear glasses but I don't if that alters anything.
